Code Quality permissions removed from security manager role

The security manager role can no longer enable or disable GitHub Code Quality for a repository unless they are also an administrator for that repository. Only repository administrators can enable or disable GitHub Code Quality in a repository.

This change keeps the permissions of the security manager role focused on security-related products, following the principle of least privilege.
